No, your effective skill has to be 45. And rails also contribute to your skill. The quality of rails also influences the presence of material. So better the rails, the better for you.
Protosensor reduces the requirements for the building materials, but there is no protosensor for caves.

I presume there is no option to allow the symbols at least in guild chat or private messages? we have czech/slovak guild and we are not allowed to write with ě,š,č,ř,ž, ů which are normal in our language. of course we can write without it, but it is not so pleasant to correct the messages, in case y...

I would like update for bosses (like Arakniras or Wyvernus), exploration (the old achievements in hawkoria, lanfar and den were good guides as for missing locations) and quests lines (also good guide, just now I noticed I missed quest in den).
