A store has it's own prestige and comfort, so it does not require a sleeping building (tent, hut, etc.) to be able to passively gather. So figure out what companions will be gathering and then figure out what comfort/prestige you need to allow them to gather.

I think the only way to do it would be to get a Windows tablet. Not Windows RT, but full version of Windows. Not sure if SL runs on Windows phone, but my guess is no.

I just had something similar happen and it turns out my router was failing. I had an extra router and swapped it in to test and everything worked fine. The weird thing is that I didn't have too much trouble with other internet related things, just some minor lagginess opening some web pages.
