Just checked. 960 so far. In order to see it I had to go to my activity page, and find where I rated it up.

I downloaded a different web browser, and then tried it. Was able to comment, upvote, and favorite. Only thing I'll use that browser for. lol

You are allowed to have as many accounts as you wish to have, but having more than 2 will get tiresome, and having more than 4 is a bit crazy.
