It's called math :D

The complete formula is
<building bonus> + [ ((100-<building bonus>)/100) * <machine bonus> ]

With roughly translates in: base bonus +a % of the machine bonus.

the idea being that, given that the possible score ranges from 0 to 100 (an NO MORE than that), the building bonus provides you with a fixed part of that bonus, the remainin is given, in proportion, by the machine.

By examples:
if a building doesn't give any bonus the whole bonus is given by machine only:
so let's say you have a 37 tanning rack, that will give you 37 points out of 100 total (starting from 0), so you will have 37 sewing bonus.
And give that a machine could possibly give you a max of +100 (not currently in game atm), you could reach 100.

Buildings that provide bonus, raise you a little bit higher, let's use the 10 point bonus you posted for the fashion house:
It's kinda like if that bonus shortens the range, from 0-100 to 0-90
so you start with +10 from the builing, and using (for example) a +45 machine will provide you with only a franction of that score, think of it as 45 over an hypotetical max score of 90. So you have to use 90% of the machine bonus in this case, that's 40,5 rounded to 40
total: 10 + 40 will give a bonus of 50.

The formula is meant to keep the bonus in the 0 to 100 range, in fact if you could just add the machine bonus "as is" you would be able (eventually) to go past 100:
10 building bonus + 100 machine bonus, would provide you with 110 total bonus, and that brakes the 0-100 golden rule.


The different bonus you mention is just the difference between 10% of 56 and 65 (that's the part maxed the the builing bonus that is beeing cutted of macchine bonus)
(65*0.1) - (56*0.1)
6,5 - 5,6
=
0.9 , rouded to 1.0

Let M = original machine strength
Bonus in fashion house = 10 + 0.9 * M
Improvement = Bonus in fashion house - original machine strength = (10 + 0.9M) - M = 10 - 0.1M

So as you can see, when M is larger, the improvement (= 10 - 0.1M) becomes smaller.
