Lets take grimalrock boulders for example and 66-extraction rails for stone:
Base presence for grock boulders = 1%
1+66/4=1+16.5=17.5 (rounded UP to 18% total presence?)

1+66/4=1+16.5(rounded down to 16)=17
Makes a difference since with 17% its 24 cycles to extract each grock boulder and with 18% its 23 cycles.
400/18=22.22 (23 cycles)
400/17=23.53 (24 cycles)
I think with a 66 rail, the presence is exactly 17.5 (but rounded up when being displayed, thus showing 18 presence).
We have a quarry for groc boulder with 69 rails. The game shows
18% presence (1+69/4 = 18.25 => round down to 18) but we only need 22 extractions for each boulder.
I think the calculation for number of extractions is
400/(1 + 69/4) = 21.91 (22 cycles).
Another hint is the % the shows after completing each extraction in the log. For groc boulder, here is the % of completion
shown in the game log with 69 rail.
5%, 9%, 14%, 18%, 23%, 27%, 32%, 36%, 41%, 46%, 50%, 55%, 59%, 64%, 68%, 73%, 78%, 82%, 87%, 91%, 96%, 100% (get 1 boulder).
These numbers are rounded for display purpose but they are rounded value of multiples of (18.25 * / 400).
This lead me to think that in the salancedar giantyard (shown in the first post), with a 57 wc mechanism and 20 base, the presence is exactly 48.5% but displayed as 48%.
