Has anyone actually encountered a Silent Hunter here? It's listed as a requirement for an achievement but I've bounced around B1, B2 and C1 literally hundreds of times but no luck. I know the guide shows it's only a 20% chance of encountering them, but I should have encountered one by now!

Hello, the % in the guide is a bit complicated to interpreted. It depend also on the "risk" (site and zone) and on the agressivity + ratio of other monsters (also site and zone). All linked to the same informations for the other unitbases.

Risk (dungeon) = 50%, B1 risk = 80% -> we use this to calculate the chance of fight
After that, we use the ratio (proportionally with all possible monsters on B1) to decided which monsters you will probably encounter, and their agressivity to decided if the monster really attack you.
... with a ratio of 20%/279% and only 50% of agressivity, you have just a few chance to see it

But it's possible.
