Returning player

It's been years since I last played. None of my original characters are appearing to select. I was able to create 1 new character. However, I'm unable to create any alts. I see that there's an option to buy additional slots. However, I was under the impression that at least 1 alt slot was free. Is there a way to recover my old characters?
