Here I'll gather the bits of info about craftable runic stuff. (Can recommend reading this only for advanced players with Norstria access)

First of all - runes - what's that? Effectively it's an "enchantment" element of an item with some particular property, like finesse, hardness, or any other property that one can encounter on metals, stones, woods, herbs, creature parts, etc. The game guide lists all rune types. Here is an example:
The resulting power of a tool is defined by material properties from which it is made, like kryanod is good for pickaxes (Density, Rigidity, Hardness), kryanroc is good for sieves (Finesse, Lightness) and so on. Using the rune in the tool boosts one of the "secondary" stats which affect the resulting tool effectiveness. Fox example, adding a Rigidity rune to knod (Density) pickaxe makes it much more powerful:
Runic tools can be made only in a [url='http://en.theriansaga.gameforge.com/guide/skill/671c9e5f-b4b6-e211-be8c-782bcb902040']Norstrian temple[/url] building. Later there will be runic armors and probably some other stuff. As you can see, you can stuff 2 machines in, plus mill and yggdracine. Yggdracine acts as the mill but affects runic resistance (doesn't affect anything in the temple if you don't have an archeology bookcase inside, since we have a "Porch" building for making runes now - more about it later). So basically for a temple you'll need 2 best possible machines for your chosen runic specialties and a good mill to beat resistances of some highend materials. [url='http://i.imgur.com/KntXtfd.jpg']An example of how the temple looks inside.[/url] Recipes for runic tools are sold by Norstrian reputation vendors, most of them require lvl 40 reputation rating.
Here is some free "active" runes you get as a quest reward:
1 x Mag Intense and 2 x Pho Watchful - Tnx Kherdia for the info - "The mag and pho (live) runes come from the Jotungar lithosnow market questline", "one can obtain these by being generous and offering a part of the poet’s treasure to Forgiveness domain exiles, when it comes to this, in the first branch of the questline, about getting workforce."
1 x Stra Latent is from doing the Leadership 60 check in the quest when you should solve the dispute in Jotun forest area.
MAKING RUNES
So how does one make runes? You'll need a "dead" rune, which come at tiers(stat value) 30,40,60,70, 80, and 30 runic fragments of corresponding strength to "activate" the dead rune in a "Porch" building - that's a special runemaking laboratory with 10 bonus to archeology and runic resistance. The recipe for the porch is sold by tier 40 Soriason reputation vendor in Norstria. You get about 25 Soriason rep from the Norstrian questline, and after that the only way to raise it to 40 is by handling in an "Old currency" once every 4 days for +1 ups. So if you seriously plan to be in a runic business later - the sooner you'll start reputation grind the better. You get Old currency mainly from archeology, and doing Lupuntar Fortress daily archeology action (20h CD) - available after you complete the quest to free the lupuntar captive there.
Now, the porch:
An affordable combo is lvl 51 bookcase (made from salancedar or azulio), and a lvl 30 yggdracin (marapidos base + wallhein bone, lithosnow, blueroc). That will allow you to make maximum tier 60 runes after you train a bit after getting the new archeology T4 (yes, 5000 pearls 3500 gold one). Level 40 runes is quite easy to make though - can be made using str 30 or 40 rune fragments with aforementioned yggdracin, but you probably noticed already that each "active" rune requires not only a corresponding "dead rune" but also 30 rune fragments as a fuel, and getting those is extremely slow. The main source for those will be runic artifact fragments (usually nets one str 30 or 40 rune fragment per one runic artifact fragment research, rarely dead runes or str 60+ rune fuel). You probably know by know that getting those fuel fragments is a very, very time-consuming process, you can also notice from the picture that getting lvl 60+ fuel fragments is even harder
