Any ideas whats the point we put rails for ore building Metallurgical Factory (and it has base bonus for prospecting as well) - i dont see "prospect" option on it even if region its built at has metal ores.
I herd same about Greenhouse + irrigation (horticulture), it takes machine, has skill bonus but .. dont let one to harvest bundles ?
Do i miss anything or is it yet another design flaw ? And is there any other buildings (not)working in same way ?

To prospect ore in a guild domain, you need a vertical mine

Same to harvest wood (giantyard) and quarry (monolith quarry) in a guild domain.
Shipyard, Metallurgical Factory and Megalithic Building Site are strictly for craft.

Thank you. But would not it better to remove machine need and skill bonus itself from buildings that dont do related stuff ..?

It concern "balancing" (difficulty, bonus, utility etc) A complex and sensitive issue.
