Runic Windmill

On October 16, runic windmill and ox-mill were added. Does anyone know where these recipes are learned, or where a quest for them starts? I have asked in global and nobody seems to know or remember.

Quest started for runic watermill at Eiron's house, runic windmill learned at University in guild.

I think the watermill quest is learned at Eiron's house.

All the other runic recipes including windmill and ox-mill are learned in the Guild University (available after palace is built)
