Currently the maximum authority is 60. To reach that you will need to keep recruiting diplomat (needs leadership 55) from a mansion until your hero leadership is 60. You may need to recruit few of them before you reach the max.

Well, there are 10 seconds quest actions at level 59 and 60.
Each gives you about 0.2% chance to up once you are already lev 60...
