Transfer a Character from one Steam account to another?

Is it possible to use a Crossing to transfer a character from one Steam Account to another Steam Account? If so, how is this initiated?

I was able to find the solution, thanks to Cadyenie and Marketa in chat on Lanfar.

I had to upgrade the "from" account to Virtys, then the transfer option was available. Clicking the "website" link from inside Steam client was the key to get into the proper account.
