Holiday quests bug?

Seems there is a glitch and you aren't able to get new holiday quests when you finished your last year's quests recently, short before new event began. I did it last Sunday/last week on some characters and last two-three weeks on others. I'm pretty sure I finished all of them before the beginning of the recent holiday event (double-checked it).

Noticed sth even stranger: some of my characters can get just the second part of the quest in Bandit Camp (Festivite Hunting or sth like this). There is no ! sign by the camp neither the main quest nor the short first part of it. I believe these are the same characters which couldn't finish this one quest previously because it has been gone.
