Canot skill up

Woodworking, at 21 skill, can't skill up from making items of 20 or 21 difficulty...

Is this a bug?

What's your hero's skill? 21 is your skill with bonuses from a tool, companion, place etc. A condition for skilling up is that the skill of the task chosen was not lower by 5 points or more than your hero's skill.
