Birthday of a Lord and Imperial Couriers

Hello!!!!
I have two question....

1) I wish to start the quest "Birthday of a lord" but I haven't find any possibility to start the quest.....

2) I have to finish an old quest "Imperial couriers", but with the "Receiver's signature" in my inventory I haven't find an action to continue (neither at Pebble Bridge, neither at Hawkonia).... any solution?

Hello,

1) It's an "event quest". You can't start it when you want. And we don't know if/when it will be in-game again.

2) At pebble bridge I have the question mark...and the text tell me that I can bring Kyba and escort him to pebble bridge....but at sweetmoon I have Kyba without any option to operate with him...I have the reicever's signature....it seems a bug....
